New Members
Welcome to Aquia Harbour! The purpose of this page is to help guide you through our registration process.
As a new resident, here are the items that we will need from you:
- Complete the New Member Registration
- Provide a copy of your closing documents or signed lease (note that the document can be attached/uploaded electronically with the New Member Registration Form)
- Completed Members Responsibilities Acknowledgment Form
- Verification that your initiation (move-in) fee of $2,550 for property owners and $1,500 for tenants has been paid
- Completed ACH Authorization Form (optional)
- Property owners may sign up to have their monthly dues automatically debited from their bank account (AHPOA-administered ACH/direct debit). If you would like to sign up for this program we will need a completed ACH authorization form plus a voided check Download Authorization for ACH Withdrawal Form or property owners can sign up through their Vantaca portal.
Upon receipt of the above, the Business Office will issue:
- AHPOA membership cards
- Vehicle decals – required for access through the front gate using the resident lane
- Free coupons for the golf course and pools
- Activation code and instructions for our online visitor management system, Gate Sentry
All documents can be submitted to us via a number of different means, however, if you are not registering in person, you will be notified via email when your New Member Package is ready for pickup.

Community Access
Front Gate RFID Decals
The front gate controls access to the Harbour. EVERY vehicle traveling into the community in the through lane (left of the guard shack) is required to display a current (colored) AHPOA decal. Front gate decals are issued to new residents at no cost as part of your registration process.
Back Gate
The Back Gate is controlled by an automatic security arm that opens for active Aquia Harbour RFID decals only. RFID decals are only issued to active AHPOA members and there is a fee for new and replacement RFIDs. For FY24 and FY25 this fee is $15.The address of the back gate from inside the Harbour is 3242 Titanic Drive. From outside the Harbour it is 800 Decatur Road. Recommendation – When giving directions to family or delivery people, especially if you live in the 3rd Section, tell them to program the FRONT GATE address into their GPS first. Then when they arrive, they can change the GPS to your home address. The Google and WAZE algorithms will try to send visitors and deliveries to the Back Gate where they will be denied access and sent on a 10-mile trip to the Front Gate.
Guests
Please ensure you are registering your guests. The Aquia Harbour Guard Shack/ Front Gate is staffed 24/7. Residents without a current (coloured) decal on their vehicle and visitors (guests and vendors) should use the lane to the right of the guard shack where the gate guard will verify that the visitor is either a current resident or has been authorized by a current resident to enter. Residents can register their visitors by using their GATE SENTRY VISITOR access system account https://www.gatesentry.com/, which is the preferred method, or by calling the gate 540-659-4600. Note that cameras are in use at and around the Guard Shack facility.

Community
Center
The Harbour Inn located at 1417 Washington Drive is available to rent and is also a location where community events are held.
Marina
The Marina is a fully operational facility with 136 slip rentals and 90 kayak storage spaces. Here you can find
the kayak launch and Fishing Pier. Please note that fishing is not allowed from either the docks or the sea walls.
Pools
Aquia Harbour has two pools, one located at the Harbour Inn and another at the Country Club. Both pools
are professionally managed and are open from Memorial Day to Labor Day. Pool Passes are required to use the pool.
Golf Course
The Aquia Harbour Golf Course is a nine-hole golf course located at 204 Bow Cove. The Course is open from
8AM to 6:30PM. There is also a driving range! Both are open to the public. More information, and current rates can be found at https://aquiagolf.com/ .
Stables
The Stables operate as a co-op barn managed by barn self-care tenants and is located at 1200 Aquia
Drive. The Stables contains 20 stalls, barn office, tack lockers, and wash stall. On-site is also a hay barn, indoor arena, round pen and 7 dry lot paddocks.
Country Club Restaurant
The Country Club is attached to the Golf Course at 204 Bow Cove. The restaurant has lunch and dinner hours. It is closed on Mondays and Tuesdays. The basement of the Clubhouse is also available to rent for private gatherings and is also a location where meetings are held. Preschool
That’s right! Aquia Harbour has its very own preschool. Though its physical address is 1106 Spain Drive, it is accessed through the parking lot located next to Peace Park and the Business Office (1221 Washington Drive). Trails
Aquia Harbour has several walking trails throughout the community. Please logon to the website to find a

Storage Lot
We have a small storage lot on site near the barn at 1200 Aquia Drive. It stays full, but we do keep a waiting list. Contact the Business Office for more information on 540-659-3050 or CVO@aquiaharbour.org.

Committees
If you are interested in playing a leading role in the activities of your community why not volunteer your

ASSESSMENTS
Dues
Monthly payments are due on the 1st day of each month. Late payments (received after the 10th of the
month) are subject to an additional $50.00 fee. Annual surcharge for making installment payments is $60.00. Fee for returned payments (NSF) is $50.00.
Fees
Initiation Fee $2,550.00 (Property Owner) due within 30 days from closing. Applies to all new owners. $1,500.00 (Tenant) applies to all new tenants. In addition to initiation fees and dues, there are also additional fees for golfing, rental space fees, marina, pool and stables fees.
Payment Options
Dues can be paid for the year in full, this option avoids the annual surcharge, or monthly.
Payment can be made in person in the business office by cash, check or credit card. Credit card payments can be made over the phone with prior authorization. As of April 1, 2024, the credit card processing fee for payments made at the AHPOA business office will be billed directly to the credit card holder and will no longer be paid by the AHPOA.
Payments may also be made by check, mailed to the business office or placed in the lock box on the outside of the business office.
Our Direct Payment option (AHPOA ACH) allows residents to have their monthly dues directly debited from their checking account via ACH. If you would like to participate in the program, please complete and return the form, which can be found at https://aquiaharbour.org/resources/forms-applications/ , with a voided check to the Business Office or sign up through the Vantaca members portal. This option also avoids incurring the annual surcharge.
Payments are not considered having been made until they are received in the Business office.
Statements will be sent to the email of record. If you wish to receive print statements, please make this request with the Business Office. If you select the AHPOA ACH option, you will not receive a statement, electronic or paper.
TRASH PICKUP
Recycling & Yard Waste
Recycling and Yard Waste is picked up on Mondays and Regular Trash is picked up on Tuesdays. Stafford County Recycling - ALL SINGLE STREAM RECYCLABLES ARE ACCEPTED. No plastic bags.
Place carts on street prior to 6:00 a.m. on day of pick up. Missed pick-ups should be called in to the AHPOA
business office by 10:00 a.m. on Wednesday – 540-659-3050.
COMMUNITY MANAGEMENT/LEADERSHIP TEAM
Business Office
The Business Office is located at 1221 Washington Drive and is open Monday 12-5pm and Tuesday through Friday, from 9am to 5pm. Residents can contact the office to make payments and for general inquires by calling 540-659-3050 or by email at ahpoa@aquiaharbour.org.
Management
AHPOA is a self-managed Association - Mary Russel, the General Manager is responsible for the overall operation of the Association. She leads a full staff that includes an accounting team, member services, Roads and Grounds Crew, Building Maintenance Team, and Amenity Staff.
Police Department
The Police Department is a state-certified department with full authority of the law. The Police Department is led by Chief of Police, Bryan Cameron, who leads a team of 9 police officers staffed 24/7 and a full staff of gate guards also staffed 24/7.
Board of Directors
The Board is comprised of 7 community volunteers (directors). The Board generally meets on the second Wednesday of each month at 7:00 p.m. at the AHPOA business office (1221 Washington Drive) to discuss and prepare their monthly meeting agenda (Work Session). The Board’s regular monthly meeting, at which votes are executed and residents are invited to address the Board during the OPEN 30, happens on the fourth Wednesday of the month at 7:00 p.m. downstairs in the Country Club building (204 Bow Cove). All residents are welcome and encouraged to attend. Please check the community calendar for any changes to this schedule.

Governing Documents
The Associations Bylaws, Restriction, Resolutions, Construction Maintenance Procedures, Collection Policy

Property Compliance
In general, lots are expected to be kept “tidy” (neat and in order). Because this can be a subjective standard, the AHPOA has provided some guidance regarding what is expected by our Board of Directors. If your lot is found to be in violation, the CVO will send a friendly letter, email or phone call indicating that you have a specific issue in need of attention. If the problem is not corrected within a certain period, the CVO will send an official violation notice.
