Board Meeting Minutes

David Humphrey - President

I have been a resident of the Harbour since March 1982.  I have undergraduate and graduate degrees (accounting, financial management) and 33 years management experience (retired Naval Officer/civil service) in the full spectrum of comptroller duties (planning, budgeting, accounting, contracting, auditing/internal review, payroll, management/efficiency studies). I have been a member of our golf course since the day I moved here and have served or serving on the golf, finance and legal compliance committees. As a member of your Board of Directors I want to ensure we do the right thing right in the most efficient and cost effective manner possible.

My husband Tom, our son Keith and I moved to Aquia Harbour from Long Island 22 years ago. Living not too far from the water on Long Island, we found a lovely house also on the water in Aquia Harbour. While we were purchasing some new furniture at Stephens' Furniture Store on Garrisonville Road the day after we moved in, I was invited  to become a member of the Aquia Evening Lions by Barbara Edwards, who worked at Stephens'. I immediately became involved in this wonderful community. As a licensed real estate agent at that time, I had the ability to explore the Harbour and to get to know my new neighbors. Over the past 20 or so years, I have not only served as President of the Aquia Evening Lions, organized and participated in numerous Lions' and Aquia Harbour Yacht Club activities, but served on the Beautification, Nominating, Legal Compliance and Harbour Inn Committees. I retired four years ago as a Paralegal, and Claims Advisor in the Environmental, Health & Safety Division of ExxonMobil in Fairfax. I love living in Aquia Harbour and I feel very fortunate to be a resident of this charming, but diverse community.

As a Director, I hope to bring to the AHPOA Board some common sense, as well as new ideas to  improve  all our amenities.

Aquia Harbour has been our home for 10 years now and I’m excited you have given me the opportunity to serve our neighbors of Northern Virginia’s premier community.  Thank you!  After retiring with 27 years of Army service as a healthcare administrator, I am greatly looking forward to my three-year term from 2011-2014.  I currently provide health information technology consulting services to the Departments of Defense and Veterans Affairs as well as to clients in the private sector.  My wife and I, along with our 9 year old daughter have enjoyed virtually all of the Harbour’s amenities from the pools and golf course, to time on our waterways, to strolls to visit the horses at the stables and Government Island.  My goal is ensure this high-quality living experience in our neighborhood is available for residents for years to come.  During the 2011-2014 term, we will likely be very focused on building fine replacement facilities for our Harbour police and business office.  Besides these major facility replacements, I hope to make contributions to enhancing communications with residents, improving safety, and developing creative ideas for a “greener” and more involved community.  With your help, we can achieve great things together!

We have owned a home in Aquia Harbour since 1990 and we enjoy living in this exceptional community.  I work as a Systems Engineer in North Stafford and I have the time to serve. I previously served as either President or Vice-President of the Board of Directors. I was instrumental in stabilizing the police force, negotiating the transfer station with Dominion Power, working with Stafford County to establish Government Island park, supported the renovation of Green #9, and participated in Marina reconstruction planning. I support fiscally sound maintenance of our amenities, decreasing the long-term cost.  We must use resources wisely, balancing the needs of all homeowners.

He was appointed to the Stafford Utilities Commission and Served as Chairman in 2008 and 2009. He serves on the Agricultural/Purchase of Development Rights Commission of Stafford County. Mr. Hunt has serve as President and Secretary of the Stafford Education Foundation; a 501(c)3 IRS Charity dedicated to supporting public education in Stafford County.

My husband and I have lived in the Harbour for twenty-two years. I hold a B.S. in education, an M.S. in counseling, and post graduate training in educational administration. I retired after twenty-four years with the Quantico Schools and have since been fortunate to more fully participate in and enjoy our community. I completed over twenty-five years of volunteer service on Potomac Hospital Boards. I am a member and past president of the Aquia Evening Lions, and a member of the Yacht Club. I have served on the Board for the past year and participated actively on the Architectural Control, Legal Compliance, and Beautification Committees. I also attended the majority of the Finance Committee meetings. I believe we have a community to be proud of and I look forward as we take a team approach in continuing the projects underway and maintaining responsible avenues to protect the amenities for all residents.
