SEPTEMBER 2003 NEWSLETTER ARTICLE The wetlands
trade off project with the Virginia Department of Transportation
(VDOT) should be starting as you read this. For those not
familiar with the project we are basically allowing VDOT to
establish a 1.7-acre wetland easement on an unused portion of
association property. In return we will gain a 116? bulkhead for
offloading dredging spoils, a potential wetland park and receive
$96,000. The agreement has been consummated and we have received
the payment. To complete the project a VDOT contractor will be
removing in excess of 7,000 yards of soil from an area at the
end of Delaware Drive and transporting it to a fill location
under the power lines off Harpoon Drive. An access road will be
constructed off Harpoon Drive and up the hill to a large
depression at what has been known as the ?old school site.? The
excavation/haul period should be about 2-3 weeks. Flagmen will
be used and any spillage/trackings will be swept without delay.
After the excavation plantings will be done over the next 6-8
months. The area will then be turned back over to the
association with a conservation easement.
The road shoulders have taken a beating with all the heavy rains
this spring. Kudos to the unidentified man who directed traffic
at the corner of Anchor Cove and Aquia Drive during one of the
sudden floodings. The Roads and Grounds Crew are way behind but
working to catch up. Scheduled road patching and road pipe
replacement has slipped. Even cutting along road shoulders and
the walking paths has been slowed.
The refurbishment of the marina bathrooms is well under way.
They should be complete and ready for use within the month. A
contract has been let to Langley and McDonald to do a
comprehensive study of the marina and provide a recommendation
to upgrade the facility. The envisioned upgrade would be a multi
year project.
The restoration of the tennis courts on Washington Drive is
complete and repair/replacement of the fence will start soon.
Please help us keep the courts in first class condition. A
survey to determine community thoughts on replacing the Harbour
Inn Swimming Pool has been distributed. Please complete and
return the survey. We really need community input.
The road-paving package is being finalized with work scheduled
to start in late September. The area on Aquia Drive near
Foresail Cove will probably necessitate a detour, as the road
and rock base will all need replacing. Details will be provided
as things firm up. After paving anticipate most roads being
restriped.
The flat portion of the Harbour Inn roof has been a constant
problem for years with continual leaks. The intent is to install
a new type of roof with an extended warrantee. This work is
planned for this fall.
Waste Management is getting back into the swing of things after
the failure by Cole's Trash Company to meet their contract
obligation. Remember we no longer have a large item pickup. If
you have a large item(s) we will try and assist but it is
basically a resident responsibility to handle disposal. Assuming
you have a Stafford County decal the landfill is available to
you.
