May 2003 NEWSLETTER ARTICLE

With the most severe winter in the past 25 years behind us the activity in the Harbour is picking up.  Roads and Grounds are finishing up the spring cleaning of the major run off ditches and patching the new potholes.  The new play set at Rudolph Park is installed and being enjoyed by many.  Work is now shifting to completing the RV/boat storage lot behind the stable.  The entire area is being leveled and stabilized with crushed rock.  Weather permitting; this should be done by the end of the month.  Bids will then be sought for fencing and lights.  This project is fully funded so it should be ready for use this summer.

Building Maintenance has been extremely busy as the record low temperatures caused serious damage at the pools and took a toll on several roofs and HVAC systems.  All is now back on track and the pools are rapidly coming into shape.  Anticipate the opening on Memorial Day weekend.  Pool passes will be available at the Business office the middle of May.  Please plan ahead as just showing up at the pool causes complications.  The fee remains the same as last summer ($70) per family.

The Wetlands trade off agreement with Virginia Department of Transportation has been signed.  The association should have the reimbursement before this goes to press.   A bulkhead and canoe ramp at the offload site is included in the project.  We anticipate this work will all take place this summer.

The marina is back in operation after a serious problem with the snow load on the roof.  Due to the unplanned settling of the marina caused by the snow load we did a close inspection of the fuel system.  As a precaution the swivels were replaced and a tightness test accomplished.  We apologize for any inconvenience caused by the system being down through the middle of April.  We just couldn?t take the risk of a leak into the creek.  Bids for the marina bathroom upgrade have been reviewed and a contractor selected.  As soon as the Administrator of agency giving us the matching grant concurs work will start.

The board has selected Cole?s Trash service of Fredericksburg as the new trash contractor.  The contract will start July 1st.  We expect a smooth transition.  There may be a few minor problems.  If you encounter one please let us know and we?ll do all we can to assist in the transition.

With the budget for the new fiscal year settled look for the following:  A new police car, a replacement dump truck, new floor covering at the country club, additional work at the Harbour Inn Community Center, resurfacing of the tennis courts at the bottom of Washington Drive and a major study of the marina.  We also anticipate doing some major paving and replacing several pipes under the road.  All and all it promises to be a busy summer

There is still time to get a bid in on the 3 building lots the association is selling.  The lots are #1237 (2052 Aquia Drive), #544 (1313 Aquia Drive), and #2217 (2434 Harpoon Drive).  Details are available at the Business Office.

Just a reminder- new restrictions are in place on parking on the common elements.
