April 2003 NEWSLETTER ARTICLE

Hopefully we've seen the end of the snows for a long time. Our road crews were really taxed often working all day and through the night. We all owe them all a big thank you. In addition to the personal problems caused by the storms our budget took a hit running over by nearly $20,000. Additionally, the weight of the snow on the marina roof caused the complex to sink about 18? into the water. We are working with our insurance company to restore things.

The FY 04 Budget should be approved as you read this. The highlights are: Increases in building fees, initiation fees and elimination of the $65 offset in dues for unimproved lot owners. Dues will increase by 2.4% to allow for cost of living increases for all goods and services. Major items funded for the new year include a new police car to replace the one with nearly 200,000 miles, renovation of the tennis court on Washington Drive, a replacement dump/plow truck to replace the 21 year old truck that recently gave up the ghost, significant work at the Harbour Inn Community Center. This could include a storage room for tables/chairs, a small warming kitchen and a cover over the patio. As funds permit some work will be accomplished at the country club (the focus will be on floor covering)

Still remaining in this year's program are the storage lots for vehicles, boats and RV's and the new play station for Rudolph Park. The wetlands trade off agreement with VDOT should be signed as you read this. This will give us a first class off load site for dredging, a canoe ramp, wetlands park and nearly $100,000 of much needed funds for our planned program.

The refurbished bathrooms for the Marina are only a short step away. The last of the bids are coming in and we expect to let a contract at the May board meeting or before. This will culminate a lot of hard work with matching funds coming from the State of Virginia.

A new trash contract should be in place any day to become effective July 1st this year. More details will be provided as soon as the contract is finalized. The appraisals on the four lots the association intends to sell this year are coming in now and the 3 lots suitable for building should be advertised for sale in the very near future. Watch the front board and Harbour View for details.

A reminder- The new parking restrictions on parking on the common grounds go into effect April 1st. Warning tickets will initially be given. Those not responding will be towed at the owner's expense.
