Summary of the Unofficial Minutes of the AHPOA Board of Directors January regular meetings – January 26, 2006
· Open Thirty. Topics included the Golf Association, association owned lot 1237, the CIP, storage lot, ballfields and the QDD swim team’s use of a pool.
· Directors Comments. In a meeting with the Aquia district supervisor, there was a discussion about the overcrowding at the 610 commuter lots.
· Golf Course Manager’s Report. Revenue had picked up compared to the same time last year. A list of recommendations to increase membership and daily revenue had been submitted to the board. There was a discussion about the pros and cons of allowing carts to drive perpendicularly to the paths.
· Committee Reports. A board sub‑committee will work directly with the Marina Committee to form an executable plan for the refurbishment of the marina.
· Treasurer’s Report. A verbal overview was given. Paving is budgeted for every year and but is only carried out every other year, using two year’s worth of money. This year’s paving came in under budget and the savings will be applied to purchase of the replacement backhoe. The replacement of the marina fuel tank had also come in under budget.
· General Manager’s Report. Vandalism. The community was asked to help with combating vandalism throughout the Harbour. Ballfields. There was a discussion about whether a proposal to charge for the use of ballfields was practical and whether only travel teams should be charged a fee. The subject was tabled until the next board meeting. Lot 1291. The association now has clear title to the property. Government Island. Work on the county’s low impact cart park continues. Bike Racks. In response to a written request, more bike racks will be purchased. Because of the potential for vandalism, the racks will have to be set in concrete. Dolphins Swim Team. It was agreed to allow the team to use the Harbour Inn pool, providing some of the conditions proposed by the team are met. Outside Organization’s Request to Rent a Pool. The board agreed to allow Calvary Road Christian School to rent an association pool for three morning weeks with certain conditions. Fund Raising Tournaments. After some discussion, it was agreed to allow two fund raising tournaments to be held and, as requested, to waive the green fees for these tournaments. The cart fees were not waived. Adjacent Community Development. The development being built adjacent to the 1100 block of Aquia Drive is being monitored. The development’s second exit will be off route 1.
· Old Business Non‑Golfers on the Cart Paths. After some discussion, it was agreed to table the subject until the association’s attorney has submitted a clear and concise opinion. Backhoe Purchase. The board affirmed the results of a telephonic vote by which it had been unanimously agreed to purchase a replacement backhoe.
· New Business Annual Meeting. The 2006 annual meeting was set for October 21, 2006, at the Harbour Inn Community Centre. Parking on Common Property Resolution. The board agreed to revise an existing resolution on the parking of vehicles on common property to specify both that parking lots are included as a common element and that vehicles that are moved from space to space to circumvent the time restriction are subject to immediate towing. Building Fee. Effective April 1, 2006, the fee for building a new home will be $10,000. Contractor Bond. Effective April 1, 2006, a refundable bond of $5,000 will be required for each lot where a new house is being built. March Board Meeting. The March board meeting was rescheduled to March 30 and the work session to March 22. Public Safety Committee Recommendation. On a recommendation from the Public Safety Committee, it was agreed to write to the Commonwealth’s Attorney to ask him for his assistance in more frequent enforcement of the additional $200 speeding fine in designated areas of the Harbour.
Executive Session. After coming out of executive session, the Board denied a request for a waiver of the initiation fee.
